Handrail help!

Hi,
We recently ripped off an old fashioned looking handrail to discover this piece of wood very securely fixed to the wall with some sort of bolts. A bit stuck what to do next, can't seem to find a design of handrail which would work with leaving this wood on the wall, any suggestions?
Or any suggestions about removing this? Don't particularly want to be plastering and redecorating!
Any tips welcome.
