Flat roof for terrace advice

Hi,

I am looking to purchase my next flat in London and have found a property I like but would want to create some outdoor space by adding a roof terrace on to the pitched roof of the 1st floor, accessed via the existing loft conversion.

My concern is that the rooms on the 1st floor I'd want to flatten the roof to, have already had ceiling height raised by extending up in to the roof cavity as per the photo. How much of a problem is this, what are the solutions for still adding a flat roof above so a terrace can be installed, and how much extra is this likely to cost roughly compared to a standard lowering of the pitched roof?
