Why is old painted wallpaper bubbling?

Just painted over some old painted wallpaper which has been on the walls for many years. I presume it's had a silk emulsion on as it had a sheen.
Used a good quality vinyl paint on it and now it's bubbling everywhere!
Spent hours prepping the whole wall and I'm horrified.
I've popped a few and put in some special glue to push them back down but only the really large ones. 🙄
Why would this happen does anyone know?
Is it now just a case of either popping and glueing all back down or re papering? 😭
