Help please- are we being duped by architect company.

We hired an Architect company that told us they are a "one stop" service. They told us we would be breaking ground within 6 month when we hired them in January 2022. We had planning permission in place. We are still waiting for the tender packs which we were told would be ready by July. Is this an acceptable amount of time for them to take? Is everyone struggling to get past this stage? I feel like everything they told us is not happening but i am also aware there have been delays due to backlogs and shortages. Is this the way of the world or are we paying for a service that is causing drift on our project?
