in a small space I prefer fewer materials and fewer grout lines so I would tile the whole lot with a big tile. I think if the window is facing in the same direction as other windows with shutters then you should definitely put shutters in this room so that there is a uniform look on the outside. Even if there is no compelling reason to add a shutter it still looks high end and is very practical for a bathroom.
I’m not a fan of wall to wall tiling. I much prefer minimal tiling such as in the shower, around bath and as a splash-back for the sink. Then you are free to paint or wallpaper the walls in any design you like and so easily changed when you fancy it. Oh and yes to the shutters. They are beautiful!
