Help with getting a builder quote

I'm hoping to renovate my bathroom / laundry, perhaps extending out a little to make more room. As I have no idea how much my project might cost or whether I can actually afford to go ahead with it, I only have my own sketches (to scale and in Roomle online) thinking it sensible to not to go to the expense of having official final plans drafted, until I know roughly what the project might cost and if my budget can cover it.


I contacted a builder for a ball-park quote, but during our meeting he basically implied that he was unable to give me any sort of figure without having official plans drafted. I was left feeling a tad shamed, like I was asking too much of him and didn't know what I was doing. And with still no idea how much my project might cost.


My question is, what is the normal procedure for going about this kind of project? Do people normally pay thousands of dollars to have final plans drafted before knowing if they can actually afford to renovate / extend and before obtaining ball-park quotes? Seems a bit of an expensive gamble if this is the case. Hope someone has some ideas. Thanks heaps in advance.
