The smaller front room is easy. It needs a radiator, carpet and fireplace and a new paint scheme. Making a choice of colour is easy when you think about big items you already have- perhaps you have a sofa that will go in this room
The back room is more complex so what you do depends on what is possible for the budget. Ideally you would move the boiler elsewhere. I would also consider having the opening to the kitchen bigger, there is likely so damp in the corner that needs attention, the radiator is tatty and likely limits furniture positioning and so I would replace it with two smaller but high output radiators in other parts of the room. You then need to think about what the room is going to be used for- potentially it would be good to move the kitchen in here and have the smaller room as the dining room
That boiler would be a non negociable for me. It needs to move or anything you attempt will be a compromise. It depends what colours you like and how you live. What are the purpose of the rooms? Are there considerations like tv position and heating. The sash window is lovely I would try not to cover it. New carpets, flooring paint and good furniture selection and arrangement will make a huge difference. Neutrals are very popular at the moment. Cream sofa's and chairs and marble tables. You have high ceilings so can do whatever you fancy. Houzz has lots of inspirational pics.
That boiler configuration is most odd! It could have a cupboard around it, but in a living room? No thank you. The radiator is far too prominent, so if you keep it (you may not) paint it the same colour as the wall behind. Decor is something best done around the furniture you already have. Repainting a wall is easier and cheaper than finding the sofa doesn’t match. Do you prefer dark or light colours? I like colour, but nothing dark, but we all have different tastes.
