Hi Mel, I can’t answer how to sort out the tap, I’d call a plumber, but that’s me. I would get an outside tap installed when you can as it will be a much tougher option and less likely to fail.
We have a set of tap spanners which we use on occasions if a tap works loose. Not expensive, just handy to have in the toolbox. It helps if you have someone to hold onto the tap whilst tightening from below, but it’s not essential.
