I have a serious mould problem

My lounge floor is riddled with mould and I would like to know how I can best treat the floor before I put down yet more carpet.
We have got to replace the carpet, underlay and gripper rods as they are all ruined. The outside of our property has had alot of work done to it to solve the problem now we have to do the inside. We have asbestos tiles so they have to stay put sadly. Can anyone offer some advice please!!
