Cellar - ventilation / heat

Just looking for some advice. We have a large Victorian house that has a smallish cellar. as you might expect the door to the cellar is from the kitchen. the cellar is sound, not suffering from damp but totally un refurbished. the issue we have is that there is a very large grate at the front under the entrance stairs that is obviously there for ventilation. its large and is just letting in so much cold air that the kitchen is permanntly very cold. i know cellars have to be ventilated but is there something i can do / a system i can install that say allows some ventilation in but not so much that it affects the heat of the house so much. thanks in advance !
