Hi Jason, it wouldn't hurt to power wash although its probably not necessary. If you do then let it dry out afterwards and treat the tops of the joists with copper green. The tops are the first thing that goes and brushing on some copper green is an easy step.
If you have a rotted joist then you should chop it out and replace. The splitting tops at the ends of the joists are not a big deal however you should make sure that there is a Simpson connector at each each location where two members meet. To connect a 2x8 joist to a ledger or a rim use a LSU28 or an L70. Make sure you get your connectors in Zmaz or they'll rot.
Thank you for the detailed reply. It was really helpful. I ended up powerwashing and it came out good. Those supports were in as well. And I didn't worry so much about the joists, and they seem to be fine.
We are also doing the same... Our substructure looked a bit better than this, and we took it all out and replaced with new. We figured there was no sense in spending big $$ on the deck portion with a poor foundation
Our substructure is pretty old, I gave it a powerwashing and it did look a little better.
Also, I bought a "deck wrecker" tool and it made progress much much faster. It was $130 from amazon, and worth about ten times that.
I have the new boards all cut and in place, just having some issues getting the screws in. I wish I had gone with the grooved boards and hardware. I'll post up a pic when it's finished.
