It is indeed concrete block, also known as CMU. It comes in a variety of standard dimensions which you can easily find online. In this photo, it has a nice Frank Lloyd Wright-ish look.
Thank you Mr. Fishhandler for your input on my project. If I might be allowed to add, the specific material is painted 8x8x16 center-score CMU block with struck joints and a precast concrete sill cap.
