It's a Californian native wetland species called Juncus inflexus 'BLUE MOHAWK'. I love the name! One note of caution though: They are beautiful when they are full like this, but they have to be cut back periodically, very low to the ground, otherwise they become brown and straggly with brown seed pods. When they are cutback the look very 'mohawkish'- very sharp and angular. Some people aren't crazy about this look and they have to be cut back once per year to prevent the brown, straggly look, so there is no avoiding it.
