In the state of California we have a huge shortage of housing. The large price tag for and limited land makes new dense developments prohibitively costly. In September 27 2016, Gerry Brown signed AB 229 and SB 1069, which amended sections of the State law regulating second dwelling units (ADU's) (government Code Section 65852.2). Effective January 2017, the new state standards stipulate that local ordinances that do not align with State law will be "null and void" unless a local agency adopts an ordinance in accordance with the specified State provisions in Section 65852.2

Local jurisdictions have or are in the process of clarifying the rules for ADU's in their local. They can serve many purposes and can alleviate a small amount of the pressure in CA for housing. I am had worked with a client in SF to get one approved in an existing space in their building and am working with a client in LA to develop a freestanding 300 sq ft ADU. While understanding local codes can be daunting in many urban locales, I urge people to at least make the attempt to read for themselves. Zoning is a huge part of local governance, and if you ignore this aspect of your community you're missing a great learning experience! You want to understand how people live and work in your city or town? Become a citizen, get involved by reading the codes!
