Great observation. The floor was elevated in order to enhance the ocean views. If the floor and exterior deck are at the same level, then (by code) the exterior railings occur right at eye level when a person is seated. Elevating the interior floor raises the eye level of a seated person above the exterior railing. (Hope this is clear.)
Great job at resolving that problem! I had a client in RI and we used mid-century style furnishings with lower seats to accommodate. Raised floor is far better.
