Level uneven concrete with underlay for UFH boards?

Just an idea :) We have a concrete floor in the extension that was previously tiled, and it still has some stubborn adhesive on it. Is it possible / any beneficial to put underlay underneath UFH boards to even it out, compared to using levelling compound?

The area is about 25 sqm, we will patch broken parts and fill up as much as we can.
