Uneven concrete floor

Due to flooding my solid oak living room floor had to be removed. the concrete floor the flooring was laid on was very uneven and my ex had laid the flooring over kingspan then the skirting and the fireplace/hearth. Now it's ripped out im left with 4 inch gap under the fireplace & skirting boards also a trip hazard going into the dining room. Totally at a loss where to start..
