Can a builder work out these calcs?

I spoke to my local building control who confirmed I can create a new opening out to my garden, without the need for structural plans. That is as long as the opening is a minimum distance from the wall. Now, they've sent me this information and I have no idea where to start! Will a builder be able to work the details out or am I going to have to get a structural engineer afterall?
In case this is bread and butter to someone in here, the wall is 207cm wide internally.
