Does Fleck 5600SXT valve work without turbine assembly?

I bought a Fleck 5600SXT water softener valve to replace my existing valve. Doing some research, it looks like a "turbine assembly" including cable might be required for the valve to function. My question is: Is the "turbine assembly" necessary for the valve to operate? The "turbine assembly" was not mentioned by the sales guy when I bought the valve
