I’d treat them as 2 vs 4 windows and for a more finished look, frame in sides/top/bottom (not below top window or above the lower one, so blinds lie flat). Add lined roman blinds to eliminate the light difference between wall/window. When leaving open, keep in the lower window. Unfortunately, I don’t think the wall on the left and windows’ overall placement can accommodate drapery panels feeling balanced.
