I don't think you can drop it less than about 8" and get the "glow" . If the trough it too shallow it doesn't work as well.
Look up "Perimeter Cove Lighting Diagram" and sort through them, There are a lot of LED companies that create lighting for this.
The toe kick lighting is done the same way undercabinet lighting is done, You will need a taller toe kick to conceal the lighting just like it is concealed on undercabinet.
Be aware that toe kick lighting will highlight every little nick in the toe kick, and dust and bits of things on the floor, and the wall washing cove lighting will highlight every flaw in the way the tile is set (or create a lot of shadows for unevenness that is normally not even considered a flaw) and possibly streaks on the surface of the tile from cleaning and such, if the surface is glossy.
