Risen floor downstairs in Methodist chapel

I have bought a Methodist chapel and I want to turn the downstairs vestry into a bathroom.
The risen floor has rotted which I have taken out. What is my best option should I put in another risen floor or a concrete floor?
Which is most cost effective?
