Naive idea on building costs

I am having an additional level added to my existing extension at the back of my house, my house is in the north west of england. This will add around 44 m2 to the second floor. I am awaiting on quotes back from builders but the first quote from the architects builder was 50k without VAT and a lot of other costs to be determined as the build progresses. I believe all in all it will be 65k in total without any other unforeseen costs. The structural engineer has asked for a lot of steel to be put into the walls and between the second floor and the roof.
We originally had an idea of upper cost of 35k at the absolute maximum. Was I being naive or is this builder over charging?
