On a low level deck we usually remove all the grass and enough dirt to allow for the substructure etc. We usually add a layer of weed matting to stop future growth, then 50mm of aggregate to ensure no water pools and to minimise humidity between the ground and boards. Whenever possible we use an aluminium frame so we can get closer to the ground. The aluminium frame is usually constructed using 50mm box channel with a 3mm wall.
