We recommend waterproofing the basement from the exterior (or interior-though less ideal) and installing a backwater valve on the main sewer drain so you minimize any flood risk prior to finishing the basement! Tile will react with water better than other finishes, but some can stain or lift from hydrostatic pressure if water levels are constant or flooding occurs often.
