The purple flowering ground cover is Thymus serphyllum, Red Mother of Thyme. It is drought tolerant, salt resistant, good in most soils and also deer proof. I typically plant 4" pots, 18' on center in fertile mulch. I also spread corn gluten to inhibit seed germination while the plants quickly cover the area. The clump grass is Helictotrichon sempervirens, Blue Oat Grass. It is easily grown in average, dry to medium, well-drained soil in full sun.
