I also think a decorator could make it look loads better. My house is Victorian, and when we moved in, most of our ceilings were woodchipped. When we took the paper off, they were nearly all in the same state as yours. Sadly we couldn’t afford to replaster them all at once, so we used filler, and then this paint by Zinsser. To be fair, the ceilings are quite high and the finish looked surprisingly good.
