Have surveyor mark the "end points" with a 4 foot pieces of re-bar driven 30 inches into the ground. Look at your survey, get one piece for each corner.(Buy the re-bar pre-cut at Home Depot so it's ready to go.) Spray the top couple of inches with safety orange paint. NEVER take them out.

Funny we bought a house where the previous owner was like your neighbor, he was all about his property lines. He was apparently a real jerk and the neighbors all hated him, he must have gotten the hint and moved. He did a nice job with platings though. He created very pretty borders right up to his property lines in both front and back.

Of course you are being disrespected. They intentionally removed the survey flag. What were they thinking - that you would not notice? I'm sure they knew they could trigger a confrontation just by removing the flag, but you did not react, so they sort of won round one. You should have the corner staked again, this time with a permanent stake that has an official surveyors license number on it and take a picture of it. At some point you have to be direct and ask them not to encroach. If they remain disrespectful and continue to encroach, why then would you care about risking any kind of relationship? Like most have said above, a fence is your right and makes a statement even if you don't want to confront them. Even if they come over and confront you, you can simply point to the surveyors stake.

Regarding your question around the height of the grasses..there are a lot of types and some are shorter than others. If you go that route, your best bet is to speak to someone at the garden center. You could also add a few bolders in and about.
