Dining Room chandelier

What is a good rule of thumb for ratio of dining room chandelier to table?

specifically, I am looking at a 33 inch diameter ring chandeliers

Glad you asked! Our guide to light sizing includes information about this very topic.

For over a table, look for chandeliers that are between 2/3 and 3/4 of the table's diameter. Then, hang it between 30 to 36 inches above the table.

So, if your table is 60" in diameter, you could look for chandeliers between 40" and 45" in diameter.

if you're not going to center the dining room table under the light, then I'd tend toward a flush or semi-flush fixture, to de-emphasize the alignment. You might want to remove the medallion from the ceiling too. As for the kitchen it looks like you have decent overall lighting -- maybe you're looking for a couple of pendants over the island? simple glass globes, maybe? here are a few styles to start you out.

Since you want a traditional look, that light in the dining room just will not do. How tall is the room? If it's sufficiently tall (it looks that way), you could look into a chandelier to replace the pendant in there now! Light colors, reflective surfaces and mirrors are the best suggestions I can give you without seeing an image. Also lighting, sconces go a long way for brightening up the space.
