excouncil flat balcony to have bifolding windows

hi,
we bought an excouncil flat and decorated indoors only. We have a west facing balcony where we want to enjoy more in winter times. I have never seen any bifolding windows done in the balcony areas. Is it possible to cover the balcony with windows and has anyone ever done something to their balconies before in an excouncil flat?

    Your first step is to check your lease. You will likely find that there will be consent requirements before you do anything that will alter the exterior. That's not to say you couldn't do it but check it out first.

    i found this which sounds like a no :( Under these leases, structural alterations and additions (including windows) are strictly prohibited.
