Under House Storage Access

My property is a converted bungalow and we have underhouse storage which is also where our large vented cylinder, boiler and electric meter is housed. The door is not full height and it is an awkward step down to get into the space, presumably as the previous owners built a high patio (concrete). We decked the area around 10 years ago and we are now embarking on a new landscaping project to remove all the decking and replace with hardscaping but this are is causing me some difficulty. At present we have a type of balcony area created by the deck which is quite nice to have. The area with the single door is the back door to my mothers annexe, however she rarely uses the area other than to hang washing, so it wouldn't be an issue if we made it a juliette balcony or something else but her door sits directly over the under storage door and so we seem to make it difficult for ourselves to access. I also need to replace the stairs to the right, The window to the aide will be blocked over, so I'm not sure about the design for those either, keep it simple or build something angular. Any suggestions, especially regarding the under house storage access and the door above it would be gratefully received!
