Storage in front garden

I want to build onto my house at the front a small storage unit probably 3m long 1.5 m wide.

Do you think I need to get any permission to do this

Any idea on what would be the most cost-effective way of building? I would like to replicate a tiled roof similar to my house. It's the walls, brick, block, or wood with?
