Plaster coming away from wall

While stripping wallpaper from our new hallway small pieces of plaster have crumbled away from the wall (near the door frame which I assume has suffered from the door slamming a lot). It's a thin layer of brown plaster that's crumbled, the surface below looks smooth and white. Is this normal - I can't work out which plaster layer we've lost. Could the holes be patched up or will we need to do a bigger job?
