Regularisation who can help?

We have realised that the garage conversion for the house we purchased may not have got building regulation sign off or planning permission. We don't know when it was done as the previous owners bought it like that in 2001.
We didn't get a survey done when we bought (it is a long story). We want to remodel but I just got informed by an architect firm that building control are unlikely to sign off building regulations for a remodel if the previous work isn't signed off.
We really want to fix the layout and bring things up to date. But we don't know who is best to advise us on whether we should make a regularisation application with the council and what we would need to do if we did decide to take that route.
Who is the best professional to guide us through the retrospective building regulation situation? Is it an architect, surveyor or structural engineer?

Also I forgot to mention there have been building regulations approved for the double glazed windows and insulation of cavity walls in the garage conversion about 10 years ago. But the actual cavity wall didn't get approved.

Phone the borough council and speak to building control to find out what you need to do. Most likely you will need to pay a minor fee and a have and inspection visit. Be aware that regulations are tighter than they used to be so you may be required to upgrade elements as part of your next project.

You should have a professional installer in your area take a look at your home so you can discuss what end result you are wanting. You may need to use an engineered wood. This is still an all wood product and is much more dimensionally stable than solid wood. This is a huge advantage if you are in an older home or in the midwest where humidity levels can drastically change from season to season. A solid wood will cup or curl if humidity and moisture levels are not managed. Your installer should do a moisture test before installation to make sure the installation does not fail. All warranties will be voided if this step is not taken. Also, your transitions will need to be considered. Is the new wood floor going to butt up to tile, carpet, or vinyl? The height difference in the two products will need to be taken into consideration. You will have a greater selection of thicknesses in the engineered woods. Engineered wood should be several plys, all wood. If you choose a solid wood, the hand scraped versions are fantastic for a high traffic area with children. Hickory, Red Oak, most Brazilian Species, and even Bamboo are hard enough to take everyday traffic and still look terrific. Good luck!

I think it is a matter of who likes apples and who likes oranges. I am in Margo's corner on this one....but it is JM humble O. The purple tones of the grass mat wall paper nice, more modern, the gray tones, a little more traditional. So either will achieve a nice look, it's a matter of taste.
