Non toxic carpet

We live in a period flat conversion and our lease states that bedrooms need to have carpets. The existing ones are sisal which have bad water stains on them so we'd like to replace them but I'd like to do it with very low VOC carpets, underlay and adhesive. These are the options I've researched:
- 100% untreated wool but susceptible to moths. Expensive but easy installation
- Sisal/Seagrass, cheaper but prone to staining, hard underfoot and more expensive to install.
Anything else? Could I install something like Forbo marmoleum click tiles on top of existing carpets?
