Converting raised patio to extension?

Hello all! I’m in the process of buying a “forever home” and have dreams of changing the large built up patio into lower level rooms, connecting the house to the garden. There is a very small garden (but amazing views from the house) and large patio almost 6ft high! My question is, how feasible is it to make what is currently the patio into a roof terrace, with garden level rooms underneath? We’ll likely get rid of the conservatory. There is an inspection/manhole cover on the patio. Would this make it a non starter? Any ideas, advice or experiences welcome. Thank you!
