What would you do?? Carpet/Flooring/Plumbing

Hi Houz community,
I wanted to get your advice on what you would do in our situation. We recently moved into an old 1930s house, it has carpet from the stairs into every room upstairs which has been down for 40 years.
I have had the professionally cleaned, shake and vac etc but nothing gets the smell out, they are 40years old in fairness.
Whilst I want to press ahead and get the rooms either re carpeted or floor boarded, I am also mindful that we may need to have the house plumbing upgraded in the upcoming year or so.
Do you have any advice on how you would handle this situation? I know the ideal option A would be to just live with it until we know about the plumbing, but I would ideally like to explore options B,C etc
Keep to hear from anyone who has been in a similar situation and has any ideas or quick fixes.
