Garden Planning Permission

We recently brought a property. The back garden is on a hill sloping up from the house to the back fence. This is an increase of 1m from the back door to the back fence, roughly 7m away. We are trying to plan some seating area and thought of putting decking in the top right corner of the garden. We have neighbours either side of the property connecting to us and conversation land behind our garden. We need advice on the best way to do this. We want to put decking down but saw you need planning permission if the decking is 300mm above ground level. Not sure where they class ground level in this. The decking nearest to the house would be over 300mm above the ground it is on, but at the top of the garden (highest point) it will be level with the ground level there. Any advice on if we require planning permission for this or any other ideas on how to design seating area on a sloped garden.
