Brickwork - wrong mortar used

Hi - a year ago my builders blew a couple of my bricks at the front of my house and replaced them but used concrete instead of mortar + builders sand. Result looks horrible. Also one of bricks is chipped. How can I fix this? Repair brick with filler and then simply go over the concrete with mortar + sand mix? Not sure if i can rak the concrete out don't want to crack the other bricks? Thanks, Matt
