Underfloor "cooling"? Gimmick or something that works (reliably)?

Looking at final decisions for a small 60sqm 2 bedroom 2 storey new build, and want to use underfloor heating to minimise wall space needed for radiators. Being a new build, insulation will be very good, and the roof will be permanently in the sun during the summer.. I'm almost more worried about the heat upstairs in the summer than the cold in the winter.I see some companies offer underfloor cooling, has anyone had any experience with it? Does it work? Is it reliable? Any tips?!I hear people talk of condensation? Are there other risks?
We want to use porcelain tiles downstairs and engineered wood upstairs.
