Improving lawn + flatten lawn

Hello
We have a garden over two levels - both grass covered - with an extension and patio going over 60% of the higher level.
The lower level, although having grass, also has a fair bit of moss on it as well which I want to remove.
Would it be too simplistic for me to dig out the remaining of the top level of soil, rake it over the bottom level (after removing the existing layer of grass/moss) then either re-seed it or lay turf? Must the existing layer of grass/moss be removed or can I simply rake over and re-seed/turf?
Also, any tips on flattening a fairly bumpy lawn would be great
