garden with a view

hi looking for ideas for my garden we built on a hill for the views ,we can see for miles,its full of rolling hills. I have small corner of plants but the rest is just grass. looking for ideas of what to plant that won't block or take away from the views, I'm thinking maybe lavenders along the border and try and go with a theme, any ideas photos would be greatly appreciated, oh and obviously it's a very windy site to. thanks
