Help with unbricking a window / structural work

Hey! I was wondering if anyone has much experience with unbricking windows. our flat would have originally had large sash windows on the side of the property, but at some point they bricked up the opening and put a small window in there, to allow them to drop the ceiling height in the kitchen. We wanted to open this up and reinstate the original windows.
Unfortunately our freeholder is rather tricky and doesnt reply to questions on structural work. Our lease allows us to do non structural work. I was curious just looking at the picture (and appreciate I probably need a structural engineer) but does anyone have an idea about whether the bricks in the window frame are structural?
