Hallway dilemma

We are in the process of redecorating our 1900s terraced house and would appreciate some advice on the hallway.
It currently has textured anaglypta wallpaper as seen in the photos, which we would like to replace. However, we dread to think whats underneath! We are thinking of doing wood panelling though the hall and up the stairs, does anyone have any experience of doing this yourself and whether it can be done over the top of the wallpaper? I would be trying to avoid removing it all costs.
Photos of our hallway and some of our inspiration...we plan to remove the carpet at some point too!
