Window, any advice what is causing this

Hi this happened about a month back and I've just literally seen it happen again in front of my eyes, on my balcony, the window frosting outside(whatever it is called) is cracking/peeling, this is a lining behind the window. Directly behind that is insulation, and then there is the wall inside my apartment, plasterboard, I'm assuming.... It's very hard to explain without attaching a video. I just can't work out why it is doing it. Number 1, it looks awful, Number 2, I'm concerned that something sinister is going on between the window/insulation and the internal wall. The insulation seems to have moved too. Any advice?

The way to get your own eyes on the issue is to start with a general clear out so you can really "see" your kitchen and "keeping" room. Box up and remove all the stuff - tops of cabs, counters, art on walls, fridge and floor clutter, photos, area rugs. Then dig into the cabs and the hutch and remove all the items you only use once or twice a year. Store those away from the kitchen so you gain more room in the cabs for items you regularly use. Is that a radiator on the wall by the TV? I'm thinking the hutch niche would make a great computer area with a built-in desk. Are there any other doors into this room and is this your only living room? What size is the window at the table? Are you up for more than rearranging things? Any construction you can do? Can you take more pix, comment here and attach images?

If you like sash windows why not look at the attached or maybe consider a New England style houses as sashes were common? Is the ground floor of the house wide enough to take a door and 2 windows?

Very hard to work out what’s going on here... is it possible to take a picture from a bit further away to give us context, without abseiling off your balcony?
Do others in your block have windows similar to this? I’m wondering if it has been ‘bricked up’ from the inside as a later modification, perhaps for privacy, but without significantly changing the appearance from the outside?

Wow, that’s a fantastic apartment! It looks like your obscured windows were part of the original design... and the neighbouring flat is the same? So, what’s going on here? It could be heat, it could be an ingress of water into these areas? Either way it’s likely to be localised. One last question: is your apartment leasehold? If so, I’d get in touch with your management agents to find out what your options are.

thank you Jen and Daisy. yes the windows were part of the original design the building is approximately 10 years old and it has only just happened, #daisy, the film was already on the windows from the new build. #Jen, the neighbouring flat has the same Windows, but not the same issue, it's only mine 😑

Ah, so there is a film on the window. I’d have a guess and say it needs replacing.
