Flaking paint - what to do?

Hi all,
New to this forum and looking forward to being part of it. My partner and I just bought our first flat and we're delighted but also inexperienced in the ways of decoration, so I hope you'll forgive the basic nature of this question.
We want to re-paint the walls but have found some examples of flaking paint (see pictures below) revealing layers of paint below. What would people advise we do about this (i.e before re-painting)?
