Not sure what you mean. You don't normally put under floor heating "through" the concrete. Usually you have to remove the existing concrete lay the insulation and piping and then put new screed on top.
If you mean its to costly to remove then there are super slim over floor heating options too. These go on top of the concrete and below your wood or tile.
