For me it would need to be a really big open plan kitchen where it is zoned so that the wallpaper area is nowhere near any cooking/eating/washing areas eg the wallpaper area was in an area with a sofa/coffee table.
I agree with Ellie that I certainly wouldn't want any near the sink/oven/food prep areas. Although I don't think I would go for it I can see it working further away in a kitchen.
Yes you can use moisture resistant wall paper in the kitchen but I agree with Ellie it should be away from cooking and washing areas. You should also make sure your extractor is installed after extraction requirements are calcualted according to room size. Here are few links for moisture resistant wall papers
