New Build Home - Lukewarm water in the bath

Hi All,
Thanks for taking the time to go through my query.
In my new build house, the water in the bath tap gives out Luke warm water and not hot enough to have a decent bath. All the other hot taps in the house produce hot water but not the bath tap.
I have tried turning down the flow and no matter what the flow, temperature still remains low. The only way I can have a decent bath, is by filling it up with hot water from the sink tap.
Since I have no clue how this all works and something I have never experienced before. I thought I request for some valuable advice before I request a professional to have a look/troubleshoot the issue .
The boiler is a combi boiler ( ideal combi boiler logic espi 35) if this helps .
