Turning it into a planter is a fab idea:) As the stump starts to rot down (this will take many years) it will hold lots of moisture and as an added benefit provide extra nutrients to the soil. Also very beneficial for wildlife as there will be plenty of places for insects to hide an in turn attract birds and those that feed on insects. A whole eco system in one! As for plants I think most would be happy with these conditions. Woodland plants and especially ferns I think would do particularly well. If your feeling more adventurous you could even make a little bird condo or bug hotel:-)
There is a gardening style called a Stumpery which may suit that site very well, especially if it’s a shady spot. I think you need plants that cope with growing amongst all those tree roots. Were you going to dig out the middle of the stump to create a planting pocket? Plants that I’ve found to be quite tolerant of such a site is Alchemilla, hardy Geraniums, Anemonies, Ferns, Euphorbia and Elephants ears. They will need plenty of watering until they are established. Here’s a couple of examples
